There are numerous multi-year development projects initiated during the earlier years of the Bagmati Provincial Government that are either left incomplete or not operational even after some years. The Agriculture and Livestock Development Ministry has used much money on road networks, buildings, cold storage, and factories, yet the majority of the projects have not been completed, or their systems are not well-equipped to run. Cold storage projects of their own are estimated to cost more than Rs. 1.17 billion, and financial progress is very low; some facilities are not operating. The major projects, such as the Dust Milk Factory and the Regional Agricultural Wholesale Market, are constructed but not functional because of the lack of guidelines. The officials attribute these delays to the non-provision of funds by the partner institutions and bad management. Some of the ministries are seen to have a smooth flow of progress, but others emphasize the necessity to better plan, coordinate, and have public-private partnerships to finish long-term projects.
