Infrastructure projects are in limbo due to flawed laws

About 30 percent of the government’s infrastructure projects initiated over the last decade are still left unfinished because of flawed laws, said the Federation of Contractors’ Associations of Nepal. Of the 100,000 projects worth Rs 1.9 trillion, about 30,000 projects are in limbo. Delays in contract agreements, land acquisition, payment, and discrepancies in the Public Procurement Act and other laws have been cited as reasons for the delay. The Commission for the Investigation of Abuse of Authority has also found irregularities in the local level committees managing development funds. Contractors are calling for changes in the laws and for the government to address the problems in the construction sector.
